# Creating a Governance Action

**Step 0: Connect your wallet and go to the Governance Page for your Organization.**

**Step 1: Select your governance action type.**

The first step is to select whether you are creating an [Off-Chain Snapshot](/clarity-v1/key-distinctions/snapshots-vs-agora-proposals.md#snapshot-governance-actions) or an [On-Chain Agora Proposal](/clarity-v1/key-distinctions/snapshots-vs-agora-proposals.md#agora-proposals). On-chain Agora Proposals are only available to [Agora DAOs](/clarity-v1/key-distinctions/organizations-vs-agora-daos.md#agora-daos). Off-chain snapshots cover everything else.

If you choose to create an Agora Proposal, follow [this guide](/clarity-v1/participating-in-a-dao/creating-a-proposal.md) to finish creation.

If you choose an off-chain snapshot, you'll choose your type next. You can choose between [Forums](/clarity-v1/key-distinctions/snapshots-vs-agora-proposals.md#forums), [Polls](/clarity-v1/key-distinctions/snapshots-vs-agora-proposals.md#closed-polls), [Open Polls](/clarity-v1/key-distinctions/snapshots-vs-agora-proposals.md#open-polls), or [Snapshot Proposals](/clarity-v1/key-distinctions/snapshots-vs-agora-proposals.md#snapshot-proposal). Proceed to step 2.

**Step 2: Construct your Governance Action**

> Name: Name the Governance Action
>
> Description: Give a detailed description here as to what is being proposed and why. This is your chance to provide a human-readable explanation of what is being proposed.
>
> ### Voting Power
>
> Select which voting power calculation will be used in this Governance Action. This does not apply to Forums.
>
> ### Options
>
> #### Polls & Snapshot Proposals: Configure the options for the community to vote on here with names & descriptions.
>
> #### Open Polls: Provide an optional template for all community-submitted responses to follow.
>
> This section does not apply to forums.
>
> ### Winning Conditions
>
> Number of Winners: The maximum number of winners that will be selected. Winners are selected in order of receiving the most votes among options that meet the other winning conditions.
>
> Minimum Winning Voting Power: The minimum total voting power backing votes for a winning option (ex: 500,000 Voting Power).
>
> Winning Percentage Threshold: The minimum threshold of the total percentage of votes cast that must go to an option for it to win (ex: 51%, 67%, etc.).
>
> This section does not apply to forums
>
> ### Timing
>
> Voting Opens Date: The time voting opens
>
> Voting Deadline: The time voting closes
>
> Submission Deadline (Open Polls only): The deadline for community members to submit options to an Open Poll

Step 3: Publish your Governance Action!
